Another car rental question

I know I've seen this question answered somewhere on this forum but cannot find it now. So I'm sorry to be duplicating efforts here.  A friend of mine is going to Ireland this fall.  They will be arriving in Belfast and departing 10 days later from Shannon.  Do all the car companies allow you to pick up a car in Northern Ireland and return it in the Republic or are they going to have an issue?

Glad to hear a friend is heading to Ireland. Some of the car rental companies allow it. However, there will most likely be a large drop-off fee. They should be looking for car companies that have a presence in both Belfast and Shannon.
