Vat Tax Question

I'm reading all sorts of information about the VAT tax process and my eyes are getting crossed and my head is hurting.  I think I understand it before I leave - and then I make my first purchase and I'm all confused again.  My question is with the Horizon Fexco Card.  I remember using this card on my last trip and it sounds like a lot of merchants use this system.  Am I correct?  Do we need to get this card and register it before we leave or is that something we can do once we are in Ireland?

Any info you can pass along would be appreicated.  I'm going to go find some aspirin now.

You should receive the card at the first merchant you buy from that uses it, but you CAN get one ahead of time, here: www.shoptaxfree.com/cms/get-your-card/

Thanks Bob and Corey.  After reading and listening to the info and rereading the info in Michele's book I have a much better understanding.  I appreciate you both taking the time to help.

Now - let the shopping begin!
