The best source for info about Rentals, etcetera is:   http://www.daft.ie/

They have Discussion Forums specifically related to Area Guides, Rates and (un)desirable Estates.  Dunno about Rental Assistance -- would PROBABLY depend upon if you are an Irish Citizen or not ...

Hiya Michelle

I found your website while searching on the internet me and my 2 children are thinking of moving to ireland my mum has just moved over to be with her partner he lives there and i would like to move to. I was just wondering if you could give me any advice I am currently self employed and live in liverpool at the moment i get help with my rent and recieve tax credits as i have just started up my own business so just till i get it going. I have been looking at rental properties and need to see about primary schools for my 2 children. It is Kilkenny that i am thinking of moving to so any help and advice would be greatly apprecitated.

Bob has started you out well. I'm sure your mother and her partner will be able to give you some good advice too. This forum is about traveling to Ireland as a tourist but perhaps this will get you started on the right foot.
