We have been to Ireland 3 times since 2006, and have purchased the Heritage card each time. We definitely used it enough to save money on entry fees. I am not sure about the touring guide.

Has anyone purchased the Heritage Card to use for the fees to get into sights that are run by the Office of Public Works? Or the touring guide which seems to offer some discounts on other sights?
I am having a hard time deciding whether it would be worth it. We are going for 10 days included travel and we are not overloading our plans.
Any place that accepts the Heritage Card (and not ALL sites do), will also sell Heritage Cards and will have brochures listing other sites where the card is valid.
If you are undecided, wait until you get to the first site, peruse the brochure and then decide ...

If you purchase the Heritage Card you get free admission to all their sites. As everyone suggested: go to their website, see which places you want to visit (prices are there) and see if the card will pay for itself. Many people find that if they do purchase it, they see a lot more things than they thought they would.
