Do I need one for Ireland? And last question for car rental. Am I better off to prepay at home, or to just wait until I get there.

A standard US issued driver's license is all you need -- all an International one does is translate the English info into assorted other languages.

Pre-pay or not depends on if you are trying to ration out the expense ahead of time.  If you're going to charge it on a Credit Card  anyway, then at this point I would just pay it there.

As long as you have a reservation and a firm price it really doesn't matter if you pre-pay or pay on arrival.
