There was a question under another message about Ireland changing over to "chip and PIN" technology for credit cards. This means that each card has a special computer chip on it and you must have a PIN number associated with the card. This is new since February in Ireland.
Most people in the USA do not have these cards and many do not have a PIN number associated with their card. I have emailed three banks in Ireland for clarification. Below are the two replies I have received.
From Ulster Bank:
"I can tell you that if any card is presented without the chip technology it should still be accepted by using just the signature but it is up to the shop or who ever the money is going to discretion."
From AIB:
"In relation to your query at present these credit card will be excepted but this will depend on the merchant and we can't guarantee this as for security reason this is why we request the Pin number. Eventually all merchants will request this but some merchants will allow customer to sign but we can't gurarantee all will."
And my thanks to kathy for bringing up the subject. Since this is of interest to all of us who will be traveling to Ireland, I wanted this subject to have its own separate heading so everyone will see it.
Evidently the chip and PIN credit cards are being implemented in Europe as a way of fighting fraud. There is a computer chip on the new cards. Instead of signing for your purchase you enter your PIN number on a keypad. Since most Americans don't yet have this technology instead of using a PIN number you will sign your receipt as normal. From 1st January 2005: Non-Chip and PIN cards will still be accepted by all retailers.
At the beginning of the year, nearly half of all credit cards in Ireland were Chip and PIN enabled. Over 2005, we will see the remaining majority of mag stripe cards replaced with new Chip and PIN cards.
It is worth noting that non-Chip and PIN cards will still be accepted in all stores. For example, some cardholders may not have received their new card or some cardholders may be traveling from a country that has not yet upgraded to Chip and PIN.
