Just Another Tourist Tax? EU To Require ESTA Form Begining 2021

Details here:  https://www.cnn.com/travel/article/us-citizens-need-visas-to-visit-europe-in-2021/index.html

I've read a number of comments blaming this on various Political Entities, but I prefer to just 'Follow The Money'. . .

Seven Euro (roughly $8 US) per visitor, times how many visitors to the EU?

It's always something. Let's hope it is not as complicated as car rentals. It will, however, cut down on last-minute trips. Wonder if tourist numbers will go down?

US Pre-Clearance Agreement with Ireland has been extended and updated.  Still no addition of Cork (or Knock / Ireland West), though?

I also thought the casual reference to "the ESTA visa-waiver programme."  at the very end was a bit telling.  Perhaps Politics DID play at least SOME part in the EU Initative after all?
