I am not sure what a nebulizer is so did a Google search. On one website I found the following:

"A new generation of nebulizers uses neither forced air (which is noisy) or ultrasound. These units are very small, battery operated, and silent."

Have you consulted with your doctors about this type? It sounds like something you could travel with.
