Baby car seat requirement in Ubers / tour buses

Hi, we are going on a trip to Ireland starting Sep 20th with our 18 month old. I wanted to understand rules around the following

 

1. We might have to use ubers / taxis while in Dublin. What are the rules on carrying toddlers in taxis? Is a baby car seat mandated? It looks like taxis are exempt from laws on baby car seats (https://www2.hse.ie/babies-children/child-safety/transport/car-seats-and-child-safety-cars/#:~:text=Travelling%20in%20taxis&text=They%20are%20exempt%20by%20law,when%20travelling%20in%20a%20taxi.)

I just wanted to double check on this

 

2. We are also taking two tours. One is a private tour for our group of 6 + one toddler, another is a bus tour. What are the rules of baby seats in buses? Are these mandated? I checked with my tour company and they dont seem to be providing car seats even for an extra fee.
