I thought this email exchange with Hertz at Shannon might be of interest:

We place an authorization on your card for 3000 euro. This is not a charge but a check to show us the funds are there
should they be needed, I hope this helps.

I have rented from Hertz at Shannon a few times but not for the past couple of years. I will be renting a car for three weeks this year. As I have done before I will decline CDW and use my Canadian Visa Gold or Mastercard Platinum. Can you please tell me if the deposit you require to do this will actually charged to my Card or will a "hold" be put on pending safe return. I have always been pleased with the personal service I have received from Hertz at Shannon and look forward to doing business with you again.

It is always difficult to get a straight answer on this topic but I do like having things in writing. I have booked with Hertz through Rent a Car Ireland I have used this company previously without any more than the regular hassle. got a very good rate.

Michele, please move this post to CDW deposit topic if that would be better.

To be honest I would Fax Hertz customer services Shannon (00353 61 361191) with the question at least then they should be obliged to honour whatever answer you get.

According to their website they will waive the "hold" if you are a Hertz Gold Club Member. If it is free to join - why not?
