Most people will tell you that the BEST way to see Ireland is by car -- and by venturing out, beyond the cities of Dublin and Belfast, into the towns and villages. While much depends upon what you want to see and do, time constraints and your budget.
If renting a car isn't to your liking, you can still do and see a lot of Ireland via train and bus -- and many people do just that and have a great time.

July is fast approaching and Dublin fills up fast especially during the season. If you are going this year it is best to get your dates firm and reservations in place.
You can certainly do tours from Dublin if that is your preference. However, you also asked for the best way to see Ireland. That would be to rent a car and drive yourselves around.
